From its Seal Script is composed of (which we have learnt - 心), and (which is 皇). So  is also a Chinese character created with method Phonetic Complexes, as 煌. Actually 皇, 煌 and  pronounces exactly the same. here denotes the feelings from heart, while  denotes the pronunciation and more. actually depict the feeling of a person when he faces Emperor - Fear or Nervous.

while it evolved to Clerical Script,  was simplified to , and was eventually further simplified to during Regular Script period. Whenever we see a in any Chinese characters, that denotes heart.

So 惶 means Fear or Nervous
